Abstract
The method involves generating a global coverage message by aggregation of a local coverage message of a local access point (AP1) in a cluster (G1). Operating parameter of the local access point in the cluster is modified as a function of the global coverage message. An activity state of a user equipment (UE1) is determined for the local access point in the cluster and the user equipment specified in the local coverage message. A field in the local coverage message is entered with data representing the activity of the user equipment, where the local access point is present in a macrocell. The user equipment is a smart phone type telephone.
