Abstract

To provide a cleaning apparatus, an image forming apparatus (100), and a program in which toner on a transfer member (5) can be cleaned at low cost without affecting an existing structure. The cleaning apparatus includes: a main brush (51) that cleans and removes toner existing on a transfer belt (5); a high-voltage power source (51b) that applies voltage to the main brush (51); a determining means (190) that determines whether a condition that voltage applied to the main brush (51) exceeds a predetermined threshold is satisfied at a main brush nip (NP1) formed by the main brush (51) and the transfer belt (5) contacting each other; and a controlling means (190) that controls the voltage applied to the main brush (51) by changing bias current of the high-voltage power source (51b), wherein in a case where the determining means (190) determines that the condition that the voltage applied to the main brush (51) exceeds the predetermined threshold is satisfied, the controlling means (190) controls the voltage applied to the main brush (51) so as not to exceed the predetermined threshold by changing the bias current when the sheet contact area (5p) passes through the main brush nip (NP1).
