Abstract
The present application relates to a communication method, a terminal device, and a network device. The method comprises: when executing a first handover to one or more candidate cells, a terminal device determines, on the basis of first scene information, whether to perform security updating and/or layer-2 processing. According to embodiments of the present application, the security updating and/or layer-2 processing can be flexibly controlled on the basis of scene information in the handover process.
