Abstract

A vehicle monitoring system (50) includes: an image capturing control unit (206) configured to, regarding a plurality of vehicles (100), cause an in-vehicle camera mounted on the vehicle adjacent to the vehicle that is moving in a first area (A1) to capture an image of the vehicle that is moving in the first area (A1), and cause an external camera (320) to capture an image of the vehicle that is moving in a second area (B1); a first image analysis unit (207) configured to analyze the images captured by the in-vehicle cameras mounted on the vehicles that are moving in the first area (A1); a second image analysis unit (208) configured to analyze the images captured by the external camera (320); and a monitoring unit (209) configured to monitor the plurality of vehicles based on a result of the analysis of the images.
