Abstract

Embodiments of this application provide a resource set selection method and a communication apparatus, and relate to the communication field. The method and the apparatus are applicable to a random access process in NR, in which different resource set selection policies can be executed based on different scenarios, thereby facilitating normal implementation of random access in each scenario. The method includes: when a MSG1 transmission count is greater than a first threshold, determining, based on a current MSG1 repetition count, whether to roll back the current MSG1 repetition count; or when the MSG1 transmission count is greater than the first threshold, determining, based on the current MSG1 repetition count and a feature other than the MSG1 repetition count, whether to roll back the current MSG1 repetition count; and when it is determined to roll back the current MSG1 repetition count, selecting a resource set based on the post-rollback MSG1 repetition count and a feature other than the MSG1 repetition count in current random access features.
