Abstract

Systems, methods, and instrumentalities are disclosed for determining a plurality of candidate modes for encoding a video block. A first distortion associated with a first candidate mode of the plurality of candidate modes may be determined. The first candidate mode may be an inter-layer mode. A second distortion associated with a second candidate mode of the plurality of candidate modes may be determined. Whether the first distortion is less than the second distortion may be determined. A candidate mode may be selected from the plurality of candidate modes based on the determination of whether the first distortion is less than the second distortion. The video block may be encoded based on the selected candidate mode.
