Abstract

This application discloses a communication method and a related device. According to the communication method, a terminal device resides in a serving cell to execute a service such as making a call and surfing the Internet. The terminal device may start a timer T1 when determining that a reporting condition for a preset measurement event is satisfied and that a signal of the serving cell and a signal of an adjacent cell thereof satisfy a specific condition, and trigger an RLF process when the timer T1 expires but the terminal device does not receive a handover message. According to the RLF process, the terminal device performs cell selection, and sends an RRC reestablishment request to a network device corresponding to a selected cell to establish an RRC connection to the network device corresponding to the selected cell, and further executes the service based on the RRC connection. Through the method, a duration of service stalling caused by unsuccessful cell handover is reduced, and communication experience of a user during the service is improved.
