Abstract

Disclosed herein are systems, methods, and instrumentalities associated with latent implicit neural representation. According to embodiments of the disclosure, a video decoding device may be configured to determine, using a first neural network, a probability distribution associated with a current latent code. The video decoding device may decode the current latent code from a video bitstream based on the determined probability distribution and may determine, based on the latent code, parameters of a second neural network. The video decoding device may use the second neural network to decode video data.
