Abstract

The present invention comprises: a causal relationship detection unit that detects causal relationship information obtained by classifying at least two change points that were generated at substantially the same timing among change points detected by a change point detection unit into a cause and a result on the basis of said at last two change points; and a program generation unit that generates a control program for a control target on the basis of the causal relationship information.
