Abstract

The present disclosure relates to an uplink communication method and apparatus, a device, and a storage medium. The uplink communication method comprises: receiving first information sent by a serving cell, the first information being used for instructing a terminal to access a target cell; and sending second information on the basis of a first resource, wherein the second information is used for indicating that the terminal has accessed the target cell, and the first resource is a time-frequency resource allocated by the target cell to the terminal and used for transmitting the second information. According to the present disclosure, the terminal sends a message to the target cell on the basis of the first resource, so that the target cell determines that the target cell can communicate with the terminal. Therefore, the cell handover efficiency of the terminal is improved, and the handover time delay is reduced.
