Abstract

A packaging material 10 includes a first substrate 1, a water-based ink layer 2, an adhesive layer 3, and a second substrate 4 in this order. The adhesive layer 3 is formed of a urethane-based adhesive containing a polyisocyanate and a polyol. The polyisocyanate contains a chain isocyanate with a symmetrical structure or an isocyanate polymer derived from the chain isocyanate. The polyisocyanate partially penetrates a region near the interface between the water-based ink layer 2 and the first substrate 1 so as to satisfy formula (a): Formula (a): (N<i> - N<ii>) ≥ 0.5.
