Abstract

An electrostatic charge image developing toner including a toner base particle and an external additive. The external additive includes at least an inorganic fine particle, the inorganic fine particle has a surface modifying agent on a surface thereof, the electrostatic charge image developing toner includes a free component, a weight-average molecular weight of the free component is 1000 or more and 20000 or less, a content of the free component is 2 mg/kg or more and 700 mg/kg or less, and the free component is a chloroform extract from a methyl ethyl ketone insoluble matter extracted from the electrostatic charge image developing toner with methanol.
