Abstract
Embodiments of the present disclosure provide a method for exiting a congestion management state, a terminal, an apparatus, and a storage medium. The method comprises: on the basis of first indication information sent by a network device, determining to exit a congestion management state; or when a preset condition is met, determining to exit the congestion management state, wherein the first indication information is used for indicating a congestion state of a network, or the first indication information is used for instructing a terminal to exit the congestion management state.
