Abstract
One embodiment of the present disclosure provides a method by which a first base station communicates. The method comprises the steps of: receiving a reference cell priority for an SCell from a network, wherein a UE is configured with CA through PCell and the SCell, the SCell is a cell that does not broadcast an SSB, the reference cell priority includes priority information of a candidate cell for a reference cell; determining a reference cell for the SCell on the basis of the reference cell priority; receiving an SSB from the determined reference cell; and communicating with the SCell on the basis of the SSB from the determined reference cell.
