Abstract
A communication apparatus according to the present invention comprises: a control unit that determines whether to transmit a signal to be initially accessed by a device having a lower complexity than a Narrow Band-Internet of Things (NB-IoT) device; and a transmission unit that, by using a resource smaller than a resource of a signal to be initially accessed by the NB-IoT device, transmits the signal to be initially accessed by the device.
