Abstract

This disclosure provides a cell management method, apparatus, and device. The cell management method includes: obtaining at least one execution condition; evaluating whether there is at least one target candidate cell that fulfills the at least one execution condition; and in a case that there is the at least one target candidate cell that fulfills the at least one execution condition, determining a target cell, and/or determining a target beam of the target cell; wherein the at least one execution condition is at least one beam-level execution condition configured based on layer 1 measurements.
