Abstract

A work plan formulation device (7) includes: a storage unit that stores a plurality of tasks and task information (task list (D1)) that is information regarding the tasks; a task bundling unit (3) that generates a plurality of task groups by bundling a plurality of the tasks on the basis of the task information and assigns the same bundling identification number to tasks allocated to the same task group; and a work planning unit (4) that allocates tasks assigned with the same bundling identification number to the same resource. The storage unit stores a bundling policy (bundling policy information (D2)) including a constraint condition between a plurality of generated task groups, and the task bundling unit (3) generates a task group on the basis of the bundling policy.
