Abstract

In order to make it possible to equalize the generation timing of a voice packet generated by a packet generation device among a plurality of packet generation devices, this packet generation device comprises: a reception unit that receives a voice essence which is voice information corresponding to a voice; a generation unit that generates a voice packet including the voice essence in a payload; and an output unit that outputs the voice packet. The timing at which the generation unit generates each of the voice packets is the same timing among the plurality of packet generation devices with reference to a common clock synchronized with a common time source among the plurality of packet generation devices. In each of the packet generation devices, the generation interval between the voice packets is the time required for the output of one voice packet.
