Abstract
A radio base station executes radio communication with a terminal via a secondary cell, and configures a priority for the secondary cell when configuring a candidate for the secondary cell. The radio base station configures the priority based on at least one of an energy consumption cost of the secondary cell, required communication quality, and a capability of the terminal.
