Abstract
A terminal according to one aspect of the present disclosure includes a receiving section that receives a downlink control channel (PDCCH) order for a certain candidate cell, and a control section that determines, based on the PDCCH order, to perform power ramping for random access channel (PRACH) transmission. The control section sets a preamble power ramping counter to 1 except when the PDCCH order indicates a serving cell as a candidate cell for L1/L2 inter-cell mobility (LTM).
