Abstract
A method includes transmitting a first downlink signal in a first frequency band and conveying system conveying system information indicating a first PLMN via a base station apparatus, receiving an area update request from a mobile device via the base station apparatus, performing an area update procedure to register the mobile device with the first PLMN, transmitting one or more messages to the mobile communication device via the base station apparatus to cause the mobile communication device to provide measurement data indicative of reception of one or more downlink signals by the mobile communication device within one or more frequency bands different to the first frequency band, receiving the measurement data from the mobile device via the base station apparatus, and using the received measurement data to assess availability of one or more PLMNs different from the first PLMN in a region of coverage of the base station apparatus.
