Abstract
A method of video decoding is disclosed. For a zone of a frame, at least one budget of use of at least one coding tool is obtained. A current block of the zone of the frame is decoded using the at least one coding tool. A value is added to at least one counter associated with the at least one coding tool. The coding tool is deactivated for decoding a rest of the zone of the frame responsive to the counter being higher than the at least one budget of use.
