A droplet forming device (100) is provided. The droplet forming device (100) includes a liquid holder (11) configured to hold a liquid (15), a film (12) having a discharge hole (14), two or more vibration generators (13A; 13B) configured to vibrate the film (12), and a driver (20) configured to apply a driving signal to the vibration generators (13A; 13B). One or more of the vibration generators (13A; 13B) are disposed in each region on the film (12) where a polarity of bending moment differs.
