Abstract
A wiring board (1) includes an insulating substrate (10) containing aluminum nitride as a main component and including a plurality of particles (15) bonded together, a titanium oxide layer (31) located on a surface of the insulating substrate, and a conductor layer (32, 33) located on the titanium oxide layer. The surface of the insulating substate includes irregularities caused by shapes and arrangement of the particles. The titanium oxide layer covers the irregularities.
