Disclosed herein relates to a thermal barrier for a secondary battery, including: a metal enclosure with an interior space; a cooling insulating material provided inside the metal enclosure; a metal support accommodating the metal enclosure; and a packaging pouch enclosing the metal support, wherein the metal support includes a first plate and a second plate, and wherein the metal enclosure is accommodated between the first plate and the second plate.
