Abstract

A fixing device includes a heating belt having a metal layer and a surface layer provided on the metal layer, a pressurizing roll that comes into contact with the heating belt and that pressurizes the heating belt, and a heating device that heats the heating belt at a position other than a contact portion between the heating belt and the pressurizing roll, in which the surface layer of the heating belt contains a polysiloxane compound having a T unit represented by a formula: [R<1>SiO<3/2>]<m> (in the formula, R<1> is an organic group, m is an integer of 2 or more, and at least one R<1> in the T unit is a group including at least one of an alkyl group or an aryl group).
