Abstract
The present disclosure relates to a method for operating a terminal in a communication system, and the method includes receiving measurement control, measuring a signal to transmit a measurement report message to a serving cell, and performing cell reselection to a terrestrial cell other than the serving cell upon detecting radio link failure, when the serving cell is a non-terrestrial network (NTN) cell and a condition for omitting radio resource control (RRC) connection re-establishment (RRE) is satisfied.
