The second frequency domain position is within a second frequency band in the first bandwidth, where a frequency of the second frequency band is lower than a frequency domain of each frequency band other than the second frequency band in the first bandwidth. In the disclosure, the first reference signal is transmitted at the first frequency domain position and/or the second frequency domain position within the first bandwidth. Compared with a frequency offset estimation method based on multiple filters, the method in the embodiments of the disclosure does not overly limit the number of filters in the first device, which helps to expand the applicable scenarios of the frequency offset estimation method.

In view of the at least two desired capabilities, a first core network element may select, as a target core network element, a network element which supports the at least two desired capabilities at the same time. That is, if there is a network element to be discovered which supports the at least two desired capabilities, said network element can be selected as a core network element. Compared with the manner in which suitable network elements are selected one by one in view of a certain capability, the solution can reduce the number of selected network elements, thereby reducing the number of target core network elements which interact with a second core network element, and thus avoiding the waste of signaling and reducing the complexity.
