The training or optimization of a failure detector for detecting a presence or immanence of a failure or a degradation of a motorized system which comprises one or more closed-loop controlled electro motors may be achieved more efficiently by a more efficient generation of the dataset underlying this training, in that the more efficient generation of this dataset is achievable by providing a set of control parameters of a controller component arranged in one or more control loops of the one or more closed-loop controlled electro motors, with the settings representing different deviations from an in-use setting of the control parameters, and/or providing a set of set point signals of the one or more control loops of the one or more closed-loop controlled electro motors, the set of set point signals representing different variations of a base set point signal.

A video data stream is rendered reducible in a manner so that the reduction leads to a restriction of pictures of the reduced video data stream to merely a predetermined subarea of the pictures of the original video data stream and in a manner so that transcoding, such as re-quantization, may be avoided and a conformance of the reduced video data stream relative to the codec underlying the original video data stream be maintained. This is achieved by providing the video data stream with information comprising an indication of the predetermined subarea and replacement indices for redirecting the indices comprised by the payload portion so as to refer to, and/or replacement parameters for adjusting the first set of coding parameter settings so as to result in, a second set of coding parameter settings. A transmission of picture content is rendered more efficient in that the picture content does not need to be shaped or ordered in a predetermined manner. Similar procedure may applied to supplemental enhancement information. Adjustment of the parameters and/or supplement enhancement information of an already reduced data stream is also described. In accordance with a further aspect, the negative effects of bitrate peaks in a video data stream caused by random access points are reduced by providing the video data stream with two sets of random access points: a first set of one or more pictures are encoded into the video data stream with suspending temporal prediction at least within a first picture subarea so as to form a set of a set of one or more first random access points and a second set of one or more pictures is encoded into the video data stream with suspending temporal prediction within a second picture subarea different from the first picture subarea so as to form a set of one or more second random access points.

A coding efficiency increase is achieved by using a common signalization within the bitstream with regard to both activation of merging and activation of the skip mode. That is, one of the possible states of one or more syntax elements within the bitstream may signalize for a current sample set of a picture that the respective sample set is to be merged and has no prediction residual encoded and inserted into the bitstream. Alternatively speaking, a common flag may commonly signalize whether the coding parameters associated with a current sample set are to be set according to a merge candidate or to be retrieved from the bitstream, and whether the current sample set of the picture is to be reconstructed merely based on a prediction signal depending on the coding parameters associated with the current sample set, without any residual data, or to be reconstructed by refining the prediction signal depending on the coding parameters associated with the current sample set by means of residual data within the bitstream.
