In this insulating bearing, a mill scale surface is formed on at least a part of a contact surface of a bearing ring on which a resin layer is formed, the contact surface being in contact with the resin layer. Alternatively, instead of the mill scale surface, the surface roughness in the circumferential direction is roughened to Ra 3.2 µm or more or Sa 3.2 µm or more. As a result, the relative sliding between an outer ring and inner ring and an insulating film in the insulating bearing coated with the insulating film and the damage between the two surfaces due to the relative sliding can be prevented, and the deterioration of bearing accuracy and the occurrence of electrolytic corrosion can be suppressed for a longer period of time.

Provided are a rolling bearing that can be used in a highly clean environment, can prevent deterioration of grease used as a lubricant, and can reduce the amount of dust generated not only before decontamination but also after decontamination with hydrogen peroxide or the like, and an actuator including the rolling bearing. A rolling bearing (1) is filled with grease containing a base oil and a thickener. The base oil contains a fluorine oil, and the thickener contains polytetrafluoroethylene resin powder. A worked penetration of the grease is 200 or more and 295 or less.

The present invention provides a rolling bearing which achieves a long service life without increasing the cost.
